La proprietà della doppia negazione equivale al fatto che ogni proposizione è equivalente alla sua contronominale, cioè
$$a \rightarrow b \Longleftrightarrow \neg b \rightarrow \neg a$$
Partendo dunque dalla 2.3, hai che
$$\neg (\forall x . A(x)) \Longleftrightarrow \exists x . \neg A(x)$$
equivale a
$$\neg (\exists x . \neg A(x)) \Longleftrightarrow \neg (\neg (\forall x . A(x)))$$
che equivale a
$$\neg (\exists x . \neg A(x)) \Longleftrightarrow \forall x . A(x)$$
che equivale a
$$\neg (\exists x . A(x)) \Longleftrightarrow \forall x . \neg A(x)$$
che è la 2.4, e siccome hai per ipotesi la 2.3 hai che vale anche la 2.4.
