\[
\begin{split}
\neg \left\{ (\forall x)x\in\mathbb{R} \implies \left[ (\exists y)y\in\mathbb{R} \land x+y-3=0 \right] \right\} \\
\Leftrightarrow (\exists x)\neg\left\{ x\in\mathbb{R} \implies \left[ (\exists y)y\in\mathbb{R} \land x+y-3=0 \right] \right\} \\
\Leftrightarrow (\exists x)x\in\mathbb{R} \land \neg\left[ (\exists y)y\in\mathbb{R} \land x+y-3=0 \right] \\
\Leftrightarrow (\exists x)x\in\mathbb{R} \land (\forall y)\neg\left[ y\in\mathbb{R} \land x+y-3=0 \right] \\
\Leftrightarrow (\exists x)x\in\mathbb{R} \land (\forall y)y\notin\mathbb{R} \lor x+y-3\neq 0 \\
\Leftrightarrow (\exists x)x\in\mathbb{R} \land (\forall y)y\in\mathbb{R} \implies x+y-3\neq 0
\end{split}
\]
